MEET OUR BOARD MEMBERS
Rev. Dr. Kenneth Phelps
President, Presque Isle
Rev. Dr. Phelps is a retired American Baptist pastor with 39 years of service in Aroostook County Baptist churches. He currently serves as a chaplain of Northern Light Health AR Gould Hospital. He lives in Presque Isle with his wife Carolyn. He has two children and four grandchildren. He has served on the Agency Board since 1996.
Vice President, Blaine
Mr. Tweedie is a life-long potato farmer, owning and operating his own farm for over 60 years. He served on the boards of the Maine Department of Environment Protection, Maine State Board of Real Estate Appraisers, Maine Potato Council, ARTS, and is past president of the Northern Maine Development Commission. He has served on the Agency Board since 2000.
Mary Anne Buck
Ms. Buck worked alongside her husband, Jack, for 35 years at Buck Farms in Mapleton. She served on the Northern Maine Fair Association Board, St. John Aroostook Rural Conservation and Development Council, and is past president of the Maine Agri-Women. She currently serves on the ACTS retreat team
for the Parish of the Precious Blood. She is proud of her four children, 14 grandchildren, and nine great-grandchildren. She has served on the Agency Board since 2002.
Dr. Durward Huffman
Treasurer, Fort Fairfield
Dr. Huffman was honored in 2004 with the title of “President Emeritus” by the Maine Community College System for his 14 years of service as President of the Northern Maine Community College. He served on the membership committee
of the Maine Gerontological Society for many years. He is the primary caregiver for his wife who has dementia. He has served on the Agency Board since 2009.
Mr. Bernstein served as Chief Executive Officer at Northern Maine Medical Center for many years. Now retired, Marty is an active member of the Rotary Club and in on many community boards. He is the President of the University of Maine Foundation. Marty is an amateur radio operator and provides communications support to local and state agencies. He has served on the Agency Board since 2020.
Mr. Dionne achieved the rank of Major in the U.S. Army. He is a past farmer and USPS Letter Carrier. He owns and operates a campground in Grand Isle. He serves on the Grand Isle Planning Board, chairs the town budget committee, acts as Safety Officer for the fire department, and serves as Treasurer for the Grand Isle Historical Society and Aroostook County Association of Letter Carriers. He has served on the Agency Board since 2016.
Mr. Raymond worked as the Registrar for University of Maine at Fort Kent for 34 years. He serves on the Board of Appeals for New Canada and the University of Maine Fort Kent Foundation Board. He is a member of the Fort Kent Senior Citizen Center, the Fort Kent Historical Society, and the Department of Inland Fisheries Freshwater Committee. He has
served on the Agency Board since 2013.
Ms. Soucy is a Registered Nurse with over 40 years of experience working healthcare. She has worked as a Director of Nursing in a long-term care facility, as a School Nurse, an Infection Preventionist and an Occupational Health Clinical Educator. She serves as an advisor to St. John Valley Technical Center for health occupations and is a member of the Association for Professional in Infection Control. She has served on the Agency Board since 2019.
Ms. Grant practiced law for over 40 years, including providing legal services to older people through Legal Services for the Elderly and Aroostook Elder Law. She has served on the board of directors for the Presque Isle Community Players and Wintergreen Arts Center. She has been an Agency Board Member since 2017.
Ms. Nadeau has worked as the Office Manager for County Electric, Inc. for over 30 years. She also served as an office manager for Spenard Builders Supply in Wasilla, Alaska, where she lived for 14 years. She is a life member of the Disabled American Veterans Auxiliary. She serves on the board of the Caribou Congregate Housing Development Corporation. She has served on the Agency Board since 2014
Ms. Pelletier worked for 29 years as a teacher in public education, eight years as Parish Catechetical Leader of St. Louis Parish and seven years as a nanny for her grandchildren. She is past president of the Columbiettes, past chancellor of the Daughters of Isabella, and has served as a member of the St. Louis Pastoral Council. She has served on the Agency Board since 2017.
Stephen A. Poitras
Mr. Poitras has over 35 years of experience in facilities management, which includes more than 20 years of work in healthcare risk management. He has served as a director for the Aroostook United Way and as a director of the Fort Fairfield Chamber of Commerce. He has served on the Agency Board since 2019.
Ms. Robertson worked in public education for many years. She has a bachelor’s degree in Elementary Education specializing in Special Education. She currently works part-time as an Achievement Testing Specialist. She volunteers for the Mildred’s Food Pantry and in the past served as the assistant manager. She also served as President of the Relief
Society for the Church of Jesus Christ of Latter-day Saints for ten years. She has served on the Agency Board since 2017.
Mr. MacKenzie is a native of Island Falls. He has a bachelor’s degree in economics from the University of Maine. He was employed at Katahdin Trust Company for 38 years, working for many years as a Branch Manager in Oakfield and Island Falls. He is past president of the American Baptist Churches of Maine and is active in his local church and has served as district secretary and treasurer for the Lions Club. He has served on the Agency Board
Mr. Meinders worked for many years for the USDA. He has his Bachelor of Science degree in Plant Pathology. He actively volunteers for several non-profits via Aroostook RSVP, including the Houlton and Sherman food pantries and Upper Room thrift store in Sherman. He is a trained Matter of Balance facilitator. He has served on the Agency Board
Ms. Weston is the Executive Director of the Houlton Regional Health Services Foundation. She is active on several boards including the Greater Houlton Chamber of Commerce, the Southern Aroostook Development Corporation, Houlton Co-op and Farm Store, Houlton Community Market, and Maine Community Foundation. She serves as President of The Putnam House and Community Living Association. She is a current member and past president of the Rotary Club of Houlton. She has served on the Agency Board since 2019.
Members at Large
Ms. King taught school for 47 years in Maine, New York and Germany. A graduate of Aroostook State Teacher's College, Alva did graduate work at UC Santa Barbara, Ball State, Berkley, UC San Luis Obispo and SUNY Plattsburg. She has travelled the world as a daughter and wife of career Air Force men. Her leadership experience includes Officer of her Sorority, Member of the United Methodist Church Parish Council, and longtime National Honor Society Advisor. She enjoys singing, learning and writing fiction. She has served on the Agency Board since 2020.
David Jones, M.D.
Dr. Jones has over 40 years of experience as a practicing physician focused on emergency care and family practice. He currently serves as Medical Director of Northern Lights Home Care and Hospice and the Aroostook House of Comfort. He served for 8 years on the Maine Board of Licensure in Medicine as a member and secretary. He was a member of the governing board of TAMC AR Gould Hospital for over 14 years. He has served on the Agency Board since 2021.
Raymond "Butch" Thibodeau
Mr. Thibodeau has a long history of community service in Sinclair and the
St. John Valley. He served as Chairperson and later Superintendent/Administrator of the Sinclair Sanitary District, where he led the grant effort and implementation of a new waste treatment plant and systems. He has been active and served in a leadership capacity on many community boards and committees including, to name only a few, the American Legion in Madawaska, the Sinclair Volunteer Fire Department serving as Fire Chief (16 years), Northern Maine Development Commission, Aroostook County Budget Committee, Best of the North Snowmobile Club, and as Northern Region VP of the Maine Snowmobile Association. He has served on the Agency Board since 2013.
