Meet Our Board Members
Rev. Dr. Kenneth Phelps
President, Presque Isle
Rev. Dr. Phelps is a retired American Baptist pastor with 39 years of service in Aroostook County Baptist churches. He currently serves as a chaplain of Northern Light Health AR Gould Hospital. He lives in Presque Isle with his wife Carolyn. He has two children and four grandchildren. He has served on the Agency Board since 1996.

Barbara Robertson
Vice President, New Limerick
Ms. Robertson worked in public education for many years. She has a bachelor’s degree in Elementary Education specializing in Special Education. She currently works part-time as an Achievement Testing Specialist. She volunteers for the Mildred’s Food Pantry and in the past served as the assistant manager. She also served as President of the Relief
Society for the Church of Jesus Christ of Latter-day Saints for ten years. She has served on the Agency Board since 2017.

Secretary, Mapleton
Ms. Buck worked alongside her husband, Jack, for 35 years at Buck Farms in Mapleton. She served on the Northern Maine Fair Association Board, St. John Aroostook Rural Conservation and Development Council, and is past president of the Maine Agri-Women. She currently serves on the ACTS retreat team
for the Parish of the Precious Blood. She is proud of her four children, 14 grandchildren, and nine great-grandchildren. She has served on the Agency Board since 2002.

Dr. Durward Huffman
Treasurer, Fort Fairfield
Dr. Huffman was honored in 2004 with the title of “President Emeritus” by the Maine Community College System for his 14 years of service as President of the Northern Maine Community College. He served on the membership committee
of the Maine Gerontological Society for many years. He is the primary caregiver for his wife who has dementia. He has served on the Agency Board since 2009.

Andrew Birden
Fort Kent
Mr. Birden is Librarian at the Fort Kent Public Library. He has held positions as computer programmer/network designer, public school teacher, and journalist. He was founder, editor, and publisher of the online newspaper, Fiddlehead Focus, and later managed four Aroostook newspapers for the Bangor Daily News/Bangor Publishing. He is a freelance author as well as accomplished musician, songwriter, and poet. Also importantly, he is an experienced caregiver.

Mr. Dionne achieved the rank of Major in the U.S. Army. He is a past farmer and USPS Letter Carrier. He owns and operates a campground in Grand Isle. He serves on the Grand Isle Planning Board, chairs the town budget committee, acts as Safety Officer for the fire department, and serves as Treasurer for the Grand Isle Historical Society and Aroostook County Association of Letter Carriers. He has served on the Agency Board since 2016.

Ms. Nadeau has worked as the Office Manager for County Electric, Inc. for over 30 years. She also served as an office manager for Spenard Builders Supply in Wasilla, Alaska, where she lived for 14 years. She is a life member of the Disabled American Veterans Auxiliary. She serves on the board of the Caribou Congregate Housing Development Corporation. She has served on the Agency Board since 2014.

Mr. Elliott worked as Director of Technology for Limestone Community School and MSSM for many years and later was the Asst. Director of Technology for RSU39. Prior, he served in the Air Force for 21 years. He served as chair and selectman for the Town of Limestone, vice chair of Northern Maine Development Commission, a board member of Aroostook Waste Solutions, and as a church leader throughout northern Maine and the Atlantic provinces. He has served on the Agency Board since 2021.

Stephen A. Poitras
Fort Fairfield
Mr. Poitras has over 35 years of experience in facilities management, which includes more than 20 years of work in healthcare risk management. He has served as a director for the Aroostook United Way and as a director of the Fort Fairfield Chamber of Commerce. He has served on the Agency Board since 2019.

Patricia McCain
Houlton
Ms. McCain graduated from the University of Maine with a degree in marketing and management. She worked in management for many years in banking and retail in Salt Lake City, and later Seattle, during which time she actively volunteered in fundraising for the University of Utah’s medical care auxiliary for a new hospital chapel. She then moved to Beaumont, Texas where she became a leader in Weight Watchers. After that, she spent many years traveling and living in Indonesia, Nigeria, and Kuwait. Now she lives and runs her family farm in Ludlow. She has always had a five-year plan and now plans to spend more time giving back to the community to make it a better place to live.

Keith MacKenzie
Island Falls
Mr. MacKenzie is a native of Island Falls. He has a bachelor’s degree in economics from the University of Maine. He was employed at Katahdin Trust Company for 38 years, working for many years as a Branch Manager in Oakfield and Island Falls. He is past president of the American Baptist Churches of Maine and is active in his local church and has served as district secretary and treasurer for the Lions Club. He has served on the Agency Board
since 2019.
Mr. MacKenzie is a native of Island Falls. He has a bachelor’s degree in economics from the University of Maine. He actively volunteers for several non-profits via Aroostook RSVP, including the Houlton and Sherman food pantries and Upper Room thrift store in Sherman. He is a trained Matter of Balance facilitator. He has served on the Agency Board
since 2017.
